This position is located in the Federal Motor Carrier Safety Administration (FMCSA), Office of Research and Registration (MC-R). The position serves as the subject matter expert and the executive point of contact and advisor to the Associate Administrator, Research and Registration on administrative functions and management support issues relative to the administration and operational requirements that are essential to the direction and operation of the Office.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience using administrative concepts, principles, and practices to perform studies designed to evaluate procedures/processes.
Experience serving as a point of contact for all human resource actions within an organization, or as an action officer between a Program Office and the organizational Human Resources Office.
Experience performing or assisting in budgetary functions and duties associated with the budget implementation process, including monitoring use and rate of expenditure of budget items.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience serving as the primary point of contact for all human resource actions within an organization, or as the primary action officer between a Program Office and the organizational Human Resources Office.
Experience performing budgetary functions and duties associated with the budget implementation process, including monitoring use and rate of expenditure of budget items.
Experience serving as the primary purchase card holder for an Office.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
Personnel and Human Resources - Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
