You will serve as a SUPERVISORY PROGRAM ANALYST in the Command Services Department (N1) of Naval Oceanographic Office (NAVOCEANO), Stennis Space Center, MS.
Duties
You will serve as Director, Command Services Department which encompasses supply and logistics, facilities engineering, knowledge and information management, administrative services, safety support, training, and human capital management.
You will plan, direct and administer the work through direct and indirect tasking of assignments.
You will provide timely and effective counseling, mentoring, training and performance support to employees.
You will conduct personal discussions of expectations, accomplishments, improvement areas, personal growth and goals with each individual subordinate.
You will serve as the senior advisor to the command leadership for the human capital management program.
You will liaise with senior officials at higher echelon commands to identify and resolve issues for the command.
You will formulate policies and resolution of problems pertinent to NAVOCEANO's operations, programs, human capital resource management and or administration.
Requirements

- This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
For GS-15: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-14) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Experience in mastering the principles, techniques, and practices of a wide range of administrative and logistics fields to analyze, project, and plan programs to facilitate NAVOCEANO's scientific and engineering programs is essential.
Experience in managing people, resources, and facilities remains mandatory.
Experience encompassing a broad knowledge of the operations, products, and capabilities of NAVOCEANO and the Naval Meteorology and Oceanography Command to support Fleet and other military operations and to represent NAVOCEANO at meetings and conferences where SES and flag rank personnel from other DoD or Federal organizations are present.
Experience demonstrating skills in planning, evaluating, and managing a broad spectrum of long-range programs, projects, and activities related to operations research and systems analysis, with emphasis on incorporating environmental effects to improve administrative and logistics support to the scientific and engineering programs of the Command.
Experience anticipating needs and requirements, identifying required methods, technologies, and resources, and developing persuasive justifications to secure resources to satisfy the needs and requirements of the Department.
Experience interpreting higher-level policy and guidance to formulate and implement internal policies and procedures for a large organization in the areas of personnel, human capital, human resources, and financial management, procurement, program planning, and program management.
Experience incorporating knowledge of the policies and practices of supervision and personnel management to adjust work operations to meet emergent or changing programs or production objectives and performance goals.
Experience assessing progress toward their achievement, coordinates and integrates the work activities of several organizational entities, analyzes organization and operational problems to develop timely and economical solutions, and represents the Department both within and outside NAVOCEANO.
Experience generating new approaches, develop new concepts, and plan or evaluate long-range programs and projects.
Experience understanding the collection, processing, and production of environmental oceanographic data and competence in relating these principles to operational Navy needs.
