You will serve as a PROGRAM ANALYST in the FLEET CAPABILITIES AND REQUIREMENTS DEPARTMENTS (N8/N9) for the COMMANDER, NAV METEOROLOGY AND OCEANOGRAPHIC CMD.
Duties
You will manage, direct, and coordinate Fleet Capabilities and Requirements and serve as primary staff advisor.
You will coordinate the interactive Warfare Improvement Process for CTG 80.7 commands and staff subject matter experts to identify capability gaps in Fleet METOC support.
You will coordinate annual inputs from CTG 80.7 commands to identify capability gaps in Fleet METOC support.
You will develop POM strategy and inputs for the METOC enterprise; ensures capability requirements are captured in the PPBES process.
You will serve as point of contact for any issues concerning POM preparations and submissions.
You will plan, organize, supervise and assign work to POM team members to develop the POM, considering the capabilities and area of responsibility of the employee.
You will develop, maintain, and mange processes for FYDP enterprise resources; execute capabilities-based resource management process, identifies and ties enterprise resources with mission capabilities.
You will ensure programmatic integrity is maintained, develops and proposes resourcing solutions and trade-off alternatives for existing and planned resources based on Navy guidance.
You will serve as staff coordinator for consolidation of CTG 80.7 midyear and end-of-year unfunded submission.
You will serve as the Ocean Data Collection Performance/Pricing Model (ODC P/PM) Manager.
You will provide performance and financial information to Navy Planning, Programming, Budgeting and Execution System (PPBES) processes regarding Naval Oceanographic Office Ocean Data Collection.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
GS-14:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in strategic planning for naval meteorology and/or oceanography, and in-depth understanding of Navy requirements for METOC.
Experience and knowledge of meteorology and/or oceanography, data acquisition systems acquisition platforms and modeling capabilities.
Experience with Planning, Programming, Budgeting, and Executions (PPBE) and its application to Naval Meteorology and/or Oceanography.
Experience communicating clearly and concisely, both verbally and in writing with senior leadership at subordinate and higher-level commands.
Experience coordinating meteorology and/or oceanography with other US agencies to perform interagency liaison activities and interacting with high-ranking military and civilian personnel with tact and diplomacy.
