The primary purpose of this position is to exercise second level supervisory authorities over the Community Programs Division. Providing operational procedures & staff supervision over AF-wide Services programs & facilities. It is responsible for identifying program requirements, development, coordination, & implementation of standards, procedures, and support systems.

Duties

1.Plans, organizes, and oversees the activities of the Community Programs Division. 2. Exercises supervisory personnel management responsibilities. 3. Represents HQ AFSV C, the Directorate, and the Community Programs Division with a variety of installation and functional area organizations. 4. Responsible for the development of procedures and operational for and oversight of specific AF -wide Services Programs.

  • 1 of 3: 1. This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of36-60 months as determined by the Career Field Team and Career Field Manager.
  • 2 of 3: Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment.
  • 3 of 3: This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicant has or will have within 120 days of closing this announcement at least one year of specialized experience equivalent to GS-13 grade level or equivalent in the Federal service. This specialized experience includes, but is not limited to establishing, revising, or reviewing policies, procedures, mission objectives, and organization design for the staff; planning, scheduling, and balancing workload to ensure effective use of organization resources to achieve organization goals and objectives; providing direction, advise, and recommendations; and exercises supervisory responsibilities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of DoD, Air Force, and recreation, leisure, business, and entertainment industry rules, laws, regulations, bench marks, trends, and standards. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. 6. Knowledge of a very wide range of principles, concepts and techniques of business and recreation gained through comprehensive experience in developing and managing such programs. Experience at Agency (AF-level) is highly desirable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
