This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Duties
To provide technical expertise and assistance in the area of safeguarding international science
and engagement in support of the CHIPS and Science Act. Serve as program manager with
expertise in international outreach, research security, and science and technology areas related
to semiconductor technologies. Liaise for IAAO with both the CHIPS R&D and Incentives
Offices and the NIST Research Security Team. Work outcomes influence NIST international
plans, strategies and goals, and impacts the successful implementation of the CHIPS and
Science Act.

Qualifications
Basic Requirements, ZP-III:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to at least the GS-9 (ZP-II at NIST) level. Specialized Experience is defined as Experience with the US CHIPS and Science Act; scientific experience in critical and emerging tech related field; knowledge of international landscape related to semiconductor R&D; programmatic experience in USG policies and programs concerning international S&T engagement, safeguarding international science and national security foreign engagement issues; define problems, perform background research, develop and execute project plans, organize and evaluate results & prepare reports of fundings.
OR
Master's or equivalent graduate degree as defined in the basic requirements.
OR
A combination of graduate education and specialized experience as defined in the additional requirements.
