Duties
Serves at the lead of NIST International and Academic Affairs Office; responsible for the planning and management of NIST's international engagements and relations; represents NIST to international entities including foreign governments/institutions, international organizations, and foreign and domestic academic institutions; represents NIST interest in international issues within interagency policy development committees; coordinates with the, Director's Office and across NIST programs to define international objectives and priorities; provides oversight and management of NIST's guest researcher programs. Provides oversight and management of NIST's academic programs and ensures coordination and efficient operation in support of NIST's scientific and technical programs.

Qualifications
Basic Requirements:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE
In addition to meeting the basic requirements: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS- 14 (ZP-4 at NIST) level. Specialized experience is defined as:
Experience with international exchanges, and the role exchanges play in the conduct of U.S. foreign policy.
Experience developing and managing or evaluating a broad range of educational exchange activities and programs.
Experience providing expert advice and policy recommendations to senior level officials, Congress, and Non-Government Organization on Science and Technology program objectives.
Experience providing analysis and implementing U.S. foreign policy related to Science and Technology (S&T) program objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
