NIST works with industry and science to advance innovation and improve quality of life. We're looking for a Physical Scientist to join our team! This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

Duties

As a key agency leader within the Greenhouse Gas (GHG) Program of the Special Programs Office, the Lead Physical Scientist engages with internal and external stakeholders (e.g., data producers, measurement tool & model users, national and international research-based standards and best practice developing organizations, and policymakers who set and monitor emissions mitigation targets) to set program priorities that accelerates measurement science research, strengthen programs, improve operations, and deliver results to achieve intended outcomes. Key responsibilities are to work with the GHG Program team to: Assess the current landscape of GHG measurement methods and practices and those related to advancing measurement and modeling practices for emissions quantification, Assess the current state of GHG measurement needs of the private sector, Local, and State Governments, Identify and assess research areas and capabilities in the NIST Laboratories that advance measurement and standards capabilities for GHG emissions quantification, Develop, evaluate, and enable implementation of a strategic GHG measurements research program plan, priorities, roadmaps, and action plans for organizational excellence, integrity, perseverance, and inclusivity, Lead and manage designated projects and/or teams supporting the greenhouse gas measurements program, Curate/deliver quality assured GHG emission fluxes, Facilitate development and adoption of research-based best practice guidance and documentary standards, Respond to NIST GHG emissions measurement science initiatives and mandates as requested, Serve as a trusted advisor and forward-thinking leader on GHG measurement science and emissions quantification to senior managers across NIST.

Qualifications

Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to the above basic reqirement, this position requires one year of specialized experience equivalent to at least the GS-14 (ZP-4 at NIST) level. Specialized experience is defined as: serving as a technical authority for GHG emissions measurements in the following areas related to GHG and/or air pollutant emissions: building or developing program strategies, roadmaps, or action plans; managing research efforts in atmospheric measurements and/or modeling; and forming partnerships with the climate science and GHG measurements community and other stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
