Duties
Formulates, conducts, leads, manages, and consults on an exceptionally difficult technology program or policy issues of major scope, complexity, importance, and impact which may involve (a) technology systems development/services, (b) technology grants, cooperative agreements, and contracts, (c) technology policy, (d) measurement/standards activities, or (e) major user facilities.
Defines work objectives; independently plans, designs, and carries out work to be done; and serves as a technical authority.
Promotes the dissemination and wide application of programresults through a combination of significant publications, presentations, and/or authoritative reports/analyses. Work typically is of such major importance and scope as to affect DoC and/or NIST planning and programs, have a significant bearing on legislation, or involve equivalent implications.

Qualifications
Basic Requirements:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
This position requires one year of specialized experience equivalent to at least the GS- 14 (ZP-4 at NIST) level. Specialized experience is defined as:
Expertise in scientific data systems or infrastructure to include two or more of the following:
data management, dissemination, publication, reference architectures, and laboratory information management systems;
data processing and analysis in the physical, chemical, and material sciences;
project planning and management and data solution design;
discoverability, usability & interoperability of data products; advanced manipulation, visualization & analysis of large data products, API develop, metadata standards & emerging web standards.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
