This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: In addition to the first responder duties and responsibilities, follows protocols in providing basic life support. Position may be filled as a Term Appointment NTE 4 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years.

Duties

Provides appropriate on the scene life support and drives ambulance to and from the scene. Responds on-site to accidents and other emergencies involving injury operating an emergency vehicle (ambulance). Conducts preliminary assessment of the patient's condition and selects the most appropriate protocol from a variety of prescribed protocols. Conducts a complete examination of the patient to determine the nature, extent, and seriousness of the condition and searches for medical alert symbols. Assists in lifting and carrying the patients who routinely weigh in excess of 100lbs in addition to the stretcher which also weighs in excess of 100lbs from the incident scene. Determines if and how the patient can be moved (ground vs. air) and to which medical facility the patient should be transported. Performs initial and on-going focused patient assessment and physical examination. Manages respiratory and cardiac emergencies to include performing cardiopulmonary resuscitation (CPR), bag-valve-mask resuscitation, or automatic external defibrillation (AED). Controls external bleeding with direct pressure and treats shock with pneumatic anti-shock garments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required
  • This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
  • This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA).
  • Current Advanced Life Support or other advanced certification does not supersede BLS completion.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

  • Employees must obtain and maintain a favorable result from a Criminal History Background Check as a condition of employment.
  • Work is subject to rotating shifts and/or irregular tour of duty to include weekends, nights, and/or holidays.
  • This position may require the employee be recalled to duty from scheduled time off.
  • May be required to assume critical and essential personnel status during inclement weather/emergencies.
  • This position requires the employee to wear a uniform, scrubs, or other appropriate medical professional attire while on duty.
  • Requires use of Personal Protective Equipment such as OSHA Level B-D. Employee is required to wear Respiratory protection in hot and cold environments for extended periods of time.
  • The employee may be required to work overtime to include weekends and federal holidays, out-of-cycle, or unscheduled training or on an emergency basis.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Licensure/Certification: Initial hires may be made with a valid state Emergency Medical Technician (EMT) certification; however, incumbent must obtain and maintain a National Registry EMT certification within 52 weeks of the date-of-hire.
