This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position reports to the Chief, Department of Emergency Medicine (military position), Womack Army Medical Center, Deputy Commander Clinical Services, Fort Liberty, NC.

Duties

Manages and supervises the work of the Advance Life Support (ALS) Emergency Medical Services. Develops and/or revises regulations/directives relating to Emergency Medical Services. Assists emergency medical team to emergency sites as Chief attendant. Serves as Emergency Medical Technician Advanced Paramedic, performing a wide variety of difficult paraprofessional medical tasks at emergency scene. Establishes policies and procedures for Emergency Medical Services (EMS) organization and Supervisors. Ensures employees are informed regarding personnel programs, equal employment, and other government wide programs.

Requirements

  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
  • This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA).
  • Current Advanced Life Support or other advanced certification does not supersede BLS completion.
  • This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • A pre-employment Physical Examination and an annual examination thereafter is required to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • A Mission Essential position. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • The duties require the incumbent to possess or obtain a valid US military Driver's License. In order to obtain a military driver's license you must be in possession of a valid state driver's license in one of the 50 U.S. states or possessions.
  • This position requires Advanced Cardiac Life Support (ACLS) certification.
  • The incumbent is required to possess and maintain a current certification by the National Registry of Emergency Medical Technicians - Paramedics (NREMT-P)
  • This position requires the employee to wear a uniform, scrubs, or other appropriate medical professional attire while on duty.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes directing and assisting in emergency medical service activities to include responding to a vast variety of emergency calls; planning work to be accomplished by subordinates by setting and adjusting priorities, and preparing schedules for completion of work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
