This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Supervises the Ambulance Service staffed with approximately 50 Paramedics, GS-07 and Emergency Medical Technicians, GS-06 who operate ambulances and provide prehospital emergency medical care and treatment on-site and in-transit to Womack Army Medical Center.
Duties
Plans and supervises the work of the Ambulance Service.
Reads new and revised regulations, directives, etc., affecting the work of the Ambulance Service; Discusses with supervisor impact on service operations.
Prepares work schedules to provide coverage 24 hours a day, seven days a week.
Estimates supplies needed for section operations on a weekly basis and recommends procurement of needed supplies and equipment.
Makes work assignments to employees in accordance with schedules, providing specific instructions as necessary.
Serves as coordinator for continuing education programs for all Ambulance Service personnel.
Performs Paramedic/Emergency Medical Technician duties as performed by subordinates.
Responds on-site to accidents and other emergencies involving injuries and illnesses.
Determines the nature and seriousness of the patient's condition by conducting a complete examination including the search for medical alert symbols.
Requirements
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required
- This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
- This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA).
- Current Advanced Life Support or other advanced certification does not supersede BLS completion.
- A pre-placement medical examination is required.
- This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions and a valid military driver's license to operate vehicles.
- This position has a requirement to lift up to 100 lbs. in the regular performance of duties.
- Employee may be required to work evening/night shifts, on-call schedules, extended hours, weekends, holidays and/or other schedules common to hospital operations.
- Employee must hold and maintain Pediatric Advanced Life Support (PALS) certification. Must obtain certification within one year of assignment to position.
- Must hold and maintain current Advanced Cardiac Life Support (ACLS) certification.
- Incumbent must hold current certification with the National Registry of Emergency Medical Technicians (NREMT) as "EMT-Paramedic".
- Work requires heavy lifting and moving of patients and recurring bending, stooping, stretching, and positioning of patients, frequently under adverse conditions or in confined surroundings.
- Position is adverse weather essential. Employee may be required to report to work during periods of inclement weather.

Specialized Experience: One year of specialized experience which includes obtaining and recording vital signs and other pertinent medical history; determining proper method to stabilize patients with physical injuries; AND providing prompt initial care to significantly increase patient viability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
