You will serve as a HUMAN RESOURCE SPECIALIST (RECRUITMENT & PLACEMENT) in the USFF HR SERVICES BRANCH, EXECUTIVE SUPPORT OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will provide authoritative HR management advisory and technical services on complex and wide-impacting customer functions and work practices. You will use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management. You will advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. You will execute recruitment, placement, reduction-in-force (RIF), and related programs for assigned organizations.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This position may require you to report in person for an established amount of days per pay period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

1) To qualify for HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT), GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing a wide range of HR concepts, principles, laws, regulations, and practices; Experience providing guidance on merit system principles and prohibited personnel practices; Experience coordinating with multiple parties (e.g. commands, agencies, HROs) to resolve human resource issues; Experience identifying sources of non-competitive candidates (e.g. reassignment, reinstatement, alternative appointment authorities) to fill vacancies; Experience facilitating meetings with HR Leadership to solve problems. 2.) To qualify for HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying the full range of HR concepts, principles, laws, regulations, and practices; Experience using a wide range of HR specialization concepts, practices, regulations, precedents, and procedures, special recruiting authorities and strategies; Experience providing comprehensive HR services to management and employees throughout organizations serviced; Experience interpreting and applying law, regulations policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of HR functions; Experience with current HR database systems to query, retrieve, and analyze information to complete assignments. Education Requirement at the GS-11 Level:
Successful completion of a Ph.D. or equivalent doctoral degree

A combination of experience and graduate education as described above that equates to one year of experience

Education Requirement at the GS-09 Level:
Successful completion of a master's or equivalent graduate degree

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

Possession of an LL.B. or J.D. that is related to this position being filled.
