The primary purpose of this position is to serve as the Criminal Justice Indexing Compliance Program Manager in the Criminal Justice Information Center, with responsibility for managing criminal justice information and informing senior DAF leaders about the risk associated with criminal history records for the Department of the Air Force. Duties

Audits Department of the Air Force's (DAF's) use of Criminal Justice Information (CJI) to ensure compliance with Department of Justice rules. Supports the DAF Inspector General (IG) in the development, review, and full implementation of the Air Force Inspection System (AFIS) Program for Criminal Justice Indexing. Manages complex criminal history programs involving Department of the Air Force, Department of Defense, federal, state, and foreign government agencies worldwide. Researches, aggregates, and structures data for routine reports and to answer inquiries from the US Attorney General, congressional committees, senior DAF leaders, Department of Defense (DOD)/IG, Air Force Audit Agency (AFAA), and multiple Department of Justice (DOJ) agencies.

  • The incumbent is expected to adhere to the standards of professional conduct for AFOSI personnel as outlined in the applicable AFOSI directives
  • The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Positions, General Schedule General Inspection Investigation Enforcement and Compliance Series 1801 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the work of this position involves developing new techniques, legal processes and approaches, and requires mastery of advanced principles and concepts sufficient to develop agencywide policies, procedures, and strategies. This position is responsible for providing expert technical advice, guidance, and recommendations to agency management and other senior agents, officers, or inspectors on critical operations. This position is responsible for making recommendations which change the interpretation of laws, lead to new case law decisions, or influence the development and modification of significant policies or programs. This position plans the requirements for, set up, and manage large-scale and/or multi-jurisdictional investigations where methods are subject to changing legal admissibility. This position will collect and analyze operational and strategic intelligence from wide-ranging sources including Federal, State, and local law enforcement agencies, military departments, foreign governments, financial institutions, and technology companies. This position is responsible for developing new approaches in response to identified weaknesses and vulnerabilities of ongoing operations. This position will be tasked to solve problems demanding technologically advanced methods and innovative approaches. This position requires expert knowledge of the Criminal Justice Information Services Division (CJIS) Advisory Process, a federal advisory committee that gathers user advice and input on the development and operation of CJIS Division programs as well as knowledge of DAF law enforcement, criminal investigations, and military justice procedures and how their institutional processes should be used to successfully collect and distribute DAF criminal justice information from DoD and Air Force systems, specifically law enforcement, military justice and personnel systems. Extensive knowledge and experience with audit tools, techniques, and procedures. Expert ability to apply audit techniques and procedures to large data sets across multiple platforms. -- Extensive in-depth knowledge of and the ability to apply guidelines from the following federal laws: - Bipartisan Safer Communities Act - Brady Handgun Violence Prevention Act, as amended by the NICS Improvement Amendments Act of 2007 - Sex Offender Registration and Notification Act (SORNA) - Crime Reduction Act - Freedom Of Information Act - Privacy Act -- Mastery knowledge of and the ability to apply standards to data being submitted to the following federal criminal justice systems: - National Incident-Based Reporting System (NIBRS) as a component of the Uniform Crime Reporting (UCR) Program - The Interstate Identification Index (III) as a component of the Next Generation Identification (NGI) System - National Crime Information Center (NCIC) - National Data Exchange (N-DEx) - National Instant Criminal Background Check System (NICS) - Law Enforcement Enterprise Portal (LEEP) - International Justice and Public Safety Network (Nlets) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Federal Statutes, DoD, and Air Force guidance related to all facets of criminal indexing of personnel; criminal indexing expungements, agency release and Freedom of Information Act requests; and knowledge of public information release and denial determinations (Freedom of Information Act, Official Use Request, Privacy Act, etc.). 2. Mastery knowledge of DAF law enforcement, criminal investigations, and military justice procedures and how their institutional processes do or should be used to successfully collect and distribute DAF criminal justice information from DoD and Air Force systems, specifically law enforcement, military justice and personnel systems. 3. Extensive knowledge of the methods used under the Air Force Inspection System (AFIS) with particular emphasis on MICT and Continuous Process Improvement (CPI). 4. In-depth knowledge of Air Force Records Management procedures and policy. 5. Knowledge of the organizational and functional responsibilities and operations of an organization and ability to plan and organize management programs and functions of the organization. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
