DCSA's CI/Insider Threat Directorate is seeking a Chief, Operations Analysis Group. OAG is responsible for ensuring DCSA leaders are made aware of serious & sensitive incidents happening across the enterprise and within the NISP. OAG is the conduit for critical risk information flow across the agency as it executes its responsibility to protect classified and sensitive information, technology, systems, facilities, and personnel under the purview of the NISP and the DCSA mission.

Duties

As a SUPERVISORY OPERATIONS AND INVESTIGATIONS ANALYST you will be responsible for the following duties: - The Chief, OAG, will be responsible to exchange information between the heads of other DCSA Directorates, ; Industrial Security (IS), Vetting Risk Operations (VRO), Background Investigations (BI), Central Adjudications Service (CAS), (DITMAC) and Counterintelligence (CI) (hereinafter referred to as "DCSA components"), and to act decisively and efficiently when issues that impact or undermine the protection of classified information are identified. - The incumbent serves as a member of the OAG, ensuring the timely flow of information across the DCSA enterprise. The incumbent reviews and interprets vulnerability data and raw threat information obtained by the OAG in the routine conduct of its missions and facilitates distribution of that information to all DOD and executive branch stakeholders. - Leads the OAG processes that determines the proper course of action to mitigate identified threats and vulnerabilities and tracks all actions through final resolution and provides first line supervision and operational oversight for the multiple GG-14s, GG-13s and contractor staff. Oversees all Group activities and outputs and is responsible for leading all analytic and case management functions to fulfill OAG's mission of overseeing the mitigation of threats and vulnerabilities within the National Industrial Security Program (NISP) and DOD. - Manages the group workload. The Chief is responsible for ensuring the Group is appropriately manned with the correct mix of skills to accomplish the mission and personnel are appropriately balanced across the branches. The Chief is also responsible for ensuring group personnel receive the required training and have access to the necessary tools and capabilities to successfully accomplish the mission.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Monitoring and auditing information for threat and vulnerability detection and mitigation that leverages counterintelligence, security, cybersecurity, human resources, law enforcement and other relevant functions and resources to identify and counter the threat or vulnerability. Interpreting threats and vulnerabilities information from all sources. Structuring new dissemination techniques or as complicated as recognizing and developing new uses for finished intelligence and new sources for raw intelligence. Specifically you will be evaluated on the following competencies: 1. Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. 2. Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. 3. Influencing/Negotiating - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions. 4. Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
