You will serve as a SENIOR COUNTERINTELLIGENCE POLICY ADVISOR in the Office of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will represent the DON and NCIS on senior counterintelligence policy development efforts and/or taskings initiated by various offices including the NCIS Deputy Director, Congress, the Office of the Secretary of Defense, and the DON.
You will develop draft strategic planning documents consistent with Federal, DoD, DON, and NCIS strategies, plans, and operating concepts and recommend establishment of effective and relevant measures of success as it applies to policy development.
You will provide formal input, review, and coordination regarding Combatant Commanders Concept of Operations (CONOPS) and Concept of Plans (CONPLANS).
You will represent NCIS in conferences, working groups, and planning sessions and present briefings at the highest echelons, both within and outside the DoD.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Reviewing and advising on policy related to topics such as counter-intelligence and combatting terrorism;
Providing oversight for recurring and required reporting and preparing reports or summaries with the findings; and
Providing analysis of laws or policy that impact the organization and makes recommendations for action or change
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
