About the Position: This position serves as a Financial Systems Analyst for the U.S. Army Security Training Management Organization Office.
Duties
Serve as a Financial Systems Analyst responsible for planning, coordinating, reconciling, compiling, and analyzing complex financial data.
Develop, maintain, and analyze tailored and recurring reports.
Utilizes professional accounting and audit skills to maintain oversight for implementing and maintaining compliance with appropriate laws, directives, and regulations of internal control programs and procedures.
Compile the Manpower Travel data Sheet (MTDS) to capture, and audit, all case-funded civilian or contracted full-time equivalent manpower, travel, and personnel support costs.
Research accounting discrepancies resulting from unmatched transactions (UMT), un-liquidated obligations (ULO), negative unliquidated obligations (NULO), open invoices, and other out of balance conditions and coordinated for resolution.
Provide resource management and financial systems support to assist the Special Programs Team.
Advise management concerning training/accounting systems data and provides information relative to training/accounting systems operations.
Liaison between auditors, audit agencies, higher headquarters, and the Security Assistance Enterprise (SAE).
Requirements
- Must be able to obtain and maintain a Secret security clearance.
- Percentage of time to be spent Temporary Duty Travel (TDY) is 25%.
- The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level.
- This is a financial management Level 2 Certified position. The incumbent must complete certification-related training requirements within the timeframe associated with this certification level.

Specialized Experience GS-11: One year of specialized experience which includes work that includes analyzing financial data for budget execution and accounting discrepancies; assisting with auditing, accounting, and financial systems analysis to identify the need for system enhancement; analyzing and maintaining recurring reports; and ensuring financial compliance with appropriate laws, directives, and regulations supporting internal control programs and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience which includes analyzing financial data for budget execution and accounting discrepancies; auditing, accounting, and financial systems analysis to identify the need for system enhancement; analyzing and maintaining complex recurring reports; briefing management on findings, risks, and recommendations to correct deficiencies; and ensuring financial compliance with appropriate laws, directives, and regulations supporting internal control programs and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
