Position may be filled as a term appointment Not-To-Exceed (2) years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.
Duties
Serve as an expert for Global Force Management (GFM) using initiative to set work schedule priorities in coordination with the combatant command (COCOM) Global Force Management Chief to accomplish a broad range of Force Management duties.
Draft, coordinate, staff, and implement COCOM Force Management policies, programs, procedures and strategies.
Analyze the overall COCOM GFM sourcing to ensure the COCOM Commander is adequately sourced with allocated forces to complement assigned forces.
Work with Joint organizations in reviewing, tracking, supporting requirements identified by COCOMS and ASCCs in support of various operations.
Attend GFM and Joint Staff planning conferences, supporting and defending emergent requirements.
Utilize the Joint Operation Planning and Execution System (JOPES) to review and monitor deployment requirements.
Requirements
- Temporary duty travel up to 20% may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain/maintain Top Secret-SCI security clearance.
- In accordance with AR 600-85, 5-14 (Table 5-1), incumbent is required to be screened under the civilian drug abuse-testing program. Pre-employment and periodic urinalysis will be required to test for drug abuse.

In order to qualify, you must meet the specialized experience requirements described below. Specialized experience: One year of specialized experience which includes assisting strategic planners in developing and/or coordinating emergent operational request for forces; executing the Global Force Management process to ensure allocation of forces/capabilities necessary to execute missions and timely alignment of forces against future force requirements; advising leadership on the operational risk of force allocation decisions; articulate force requirements and answer requests for information to facilitate sourcing recommendations. This experience is equivalent to work performed at the GS-12 level or equivalent in the federal government.
