Position may be filled as a temporary promotion or temporary reassignment not to exceed 2 years by a current permanent Army employee. Temporary promotions or temporary reassignments may be extended up to a maximum of five years and may be made permanent without further competition.
Position may be filled as a TERM appointment not to exceed 2 years if candidate is not a current permanent Army employee. TERM appointments may be extended up to a maximum of eight years.
Duties
Oversee the daily operations for pre-deployment processing and mobilization of Department of Defense (DoD) civilian personnel.
Develop and coordinate plans and mission analysis required to ensure AECW is compliant with Army mobilization plans, Global Force Management (GFM) requirements and National Defense Strategy, as required.
Oversee the development and instruction of theater specific training and familiarization requirements for deploying personnel.
Provides recommendations on the utilization of resources during crisis situations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret Clearance.
- Ability to travel to deployed locations for an extended period (e.g., 6-12 months) with minimal advance notice (e.g., 48 hours).
- Per Title 10, US Code, position is designated Emergency-Essential. The incumbent cannot also be a member of the Ready Reserves. In the event of a crisis situation or wartime, incumbent must continue to perform the position duties and requirements.
- Requires pre-employment Physical Exam, pre-deployment physicals as needed, and at a minimum, an annual exam thereafter to ensure the continued, required level of physical health/ability or fitness to meet the deployment requirements of the position.
- Demonstrate skills, abilities, and medical/psychological fitness to be successful in high pressure and austere operational environments.
- Demonstrate the highest professional and ethical behavior.
- Completion of deployment training requirements and annual re-validation.
- Agreement to obtain and maintain a valid Official Passport.
- May be subject to the Uniform Code of Military Justice (UCMJ) while deployed to contingency operations.
- May be expected to remain in a combat zone after evacuation of nonessential personnel.
- Completion of a DD Form 2365, DoD Expeditionary Civilian Agreement - Emergency Essential Positions at the time of employment and annually thereafter.
- Subject to reassignment or separation from Federal Service if incumbent fails to meet and maintain these conditions of employment.

Specialized experience: One year of specialized experience which includes overseeing of the daily operations for pre-deployment processing and mobilization of Department of Defense civilian personnel; coordinating plans and mission analysis required to ensure organization is compliant with various entities, such as Army mobilization plans, Global Force Management (GFM) requirements and National Defense Strategy; providing oversight to the development and instruction of theater specific training and familiarization requirements for deploying personnel; communicating with leadership internally and externally to the Army. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
