This Program Analyst position is located in the Drug Enforcement Administration (DEA), Intelligence Division (NC), Program Management and Budget Section (NCM), Administrative Services Unit (NCMA) in Arlington, VA.

Duties

As a Program Analyst, your typical work assignments may include: Providing general administrative support and services to the Headquarters, Intelligence Division (NC) as the central point of contact and provides information regarding functional areas of policy, security, procurement, property management, space management, supply, travel, and related administrative support and services functions. Serving as the Property Custodian Assistant (PCA) for the Intelligence Division offices and is the primary point-of-contact with the Property Management Unit, Office Services Unit, the Office of Acquisition & Relocation Management, and the Information Systems Division regarding the purchase, receipt, maintenance and accountability of equipment, office furniture, and supplies. Functioning as an expert on acquisition and property management rules and regulations. Overseeing disposal and transfer of records as appropriate. Servicing as the Travel Card Agency Program Coordinator. Evaluating and validating all new acquisition requests for accountable property. Utilizing the Unified Financial Management System (UFMS) to perform accountable property transactions which include property record creation, verifications, transfers, corrections, and disposals. Maintaining records and reports of purchases. Providing guidance and advice to management and staff on property management matters and activities.

Requirements

Qualifications

Applicants must meet the required qualification requirements described below by the closing date of the announcement. If you are qualifying based on education or if there are mandatory education requirements listed below, you MUST submit a copy of your college transcripts with your application. GS-12: Applicants must have one (1) year of specialized experience equivalent to the GS-11, or equivalent in other pay systems performing the following duties: providing advice and assistant to employees and management on administrative policies and procedures; providing guidance and advice to management and staff on property management matters and activities; utilizing the Unified Financial Management System (UFMS) to perform accountable property; preparing reports and overseeing the physical inventory process of accountable property. GS-13: Applicant must have one (1) year of specialized experience equivalent to the GS-12, or equivalent in other pay systems performing the following duties: providing advice and assistant to employees and management on administrative policies and procedures; providing guidance and advice to management and staff on property management matters and activities; utilizing the Unified Financial Management System (UFMS) to perform accountable property; preparing reports; overseeing the physical inventory process of accountable property and advising and recommending innovative approaches for avoiding and/or resolving problems and reducing conflicts. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade Requirement: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.
