This position is located in the Judicial Security Division, United States Marshals Service (USMS). The selectee of this position serves as a Management and Program Analyst responsible for analyzing existing program office procedures to identify more efficient and effective methods for accomplishing program objectives. The incumbent serves as a principal consultant to all levels of management and program office officials to conduct studies, prepare analytical and statistical reports.

Duties

As a Management and Program Analyst at the GS-0343-12/13 grade level, some of your typical work assignments may include, but are not limited to, the following: Overseeing the planning of multiple daily, short and long-range projects to include reviewing mission, organization and functions, to ensure completion of duties that crosscut programs. Designing and conducting comprehensive studies on various operational and administrative procedures in order to identify and devise new organizational and automated system structures. Maintaining a thorough understanding of various operations, procedures, systems and databases including those related to contract, records, financial management, training, budget planning, performance reporting and audit and inspection functions. Serving as an advisor to senior officials on the implementation and evaluation of an office's programs and management services. Consolidating data related to the protection of the judicial process from multiple sources and preparing an integrated analysis. The responsibilities described above are for the full performance level. At the developmental grade levels, assignments may be of more limited scope, performed with less independent, and limited complexity. Requirements

  • Must be a U.S. Citizen or National.
  • Must pass a pre-employment drug screening and background investigation.
  • Must be able to obtain and maintain a favorable determination of suitability for a Public Trust position.
  • May be required to successfully complete a trial/probationary period.
  • Must be a Current DOJ employee and meet time-in-grade requirements for consideration. (52 weeks at the next lower grade level)

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply. To qualify at the GS-12 grade level, you must meet the following: Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-11 grade level in the Federal service performing the following duties: Evaluating existing work activities to identify more efficient and effective methods for accomplishing program objectives; Preparing analytical and statistical reports and providing technical advice; Assisting in conducting operational studies of existing methods for purposes of simplifying the work and increasing the efficiency of the organization plans; Conducting comprehensive studies on various operational and administrative procedures; and Collaborating with stakeholders to implement initiatives and resolve issues. To qualify at the GS-13 grade level, you must meet the following: Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing the following duties: Analyzing existing procedures to identify more efficient and effective methods for accomplishing program objectives; Developing new or modified administrative program policies, regulations, goals, or objectives; Identifying data required for use in the management and direction of programs; Developing comprehensive studies on various operational and administrative procedures; Developing procedures or systems to assess the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
