About the Position: This position serves as the Program Analyst within the Combat Developments Division of the Force Modernization Center. The primary purpose of the position is to provide managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations
Duties
Advise on interpretation and application of programming policies, directives and strategies for obtaining approval of proposed programs.
Analyze Program Objective Memorandum (POM) to give guidance and instructions while identifying and justifying program requirements.
Serve as the Program Analyst within the Combat Developments Division of the Force Modernization Center.
Develop programming data for the requirements for the Command Capabilities Based Program List (CBPL) input.
Perform all functions within the Defense Travel System related to travel entitlements/payments.
Requirements
- Must be able to obtain and maintain a Top Secret security clearance.
- This is a drug testing designated position.
- Temporary duty travel (TDY) travel is occasionally required 15% of the time.
- This position requires a financial management level 2 certification.

Specialized Experience: One year of specialized experience which includes advising on the federal budget process from planning, programming, budgeting, and execution system through program objective memorandum submission; ensuring adequate funds are programmed to support future operations, training, readiness, sustainability, modernization, and force structure; evaluating data furnished by program managers in support of budget estimates, distribution of funds, and reporting funds status; and briefing on funding impacts on mission accomplishments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
