The National Institute of Neurological Disorders and Stroke (NINDS) is seeking a talented, knowledgeable and motivated individual to serve as a Deputy Executive Officer. Duties

Functions as alter ego to the Associate Director for Management (ADM), NINDS, and fully shares in the planning, organization, direction, supervision, coordination, and conduct of all aspects of the administrative and business management operations of the Institute. Participates with the ADM, the Director and Deputy Directors of the Institute, and senior staff in Institute policy development and implementation, program evaluation, organizational structuring and restructuring, staffing assignments, and distribution of resources. Advises the NINDS Director and leadership team on issues and developments regarding administrative and business management issues and their implications and effects on program management and determines or recommends strategies and solutions that will further NINDS's program and scientific mission. Provides oversight of organizational and procedural analyses and recommends managerial improvements in methods, organizational structure, and administrative policy. Oversee monitoring the budget process to ensure the timely, appropriate, and efficient expenditure of funds against annual allotment; anticipate changes in funding levels; prepare proposals and justify current and increased expenditures.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the federal service, obtained in either the private or public sector, performing the following types of tasks: managing or directing major components of programs that perform professional, technical or administrative work; providing strategic and business advice to senior level officials on a wide range of complex policy or program matters involving significant or controversial issues; and developing and implementing administrative policies, procedures, or initiatives to meet organizational needs and accomplish program objectives. Program areas include financial management, management analysis, human resources management, information technology and support, acquisitions management, ethics, and/or general administrative support such as space management, internal controls, travel services, and/or property accountability.
