The primary purpose of this position is to serve as a Criminal Justice Information Program Manager in the Criminal Justice Information Branch, under the Criminal Investigations Division in the Strategic Programs and Requirements Directorate at a Field Operating Agency (FOA) with responsibility for managing criminal justice information. Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex investigative policies, principles, concepts, and practices; criminal and case law precedents; pertinent statutes and regulations such as the Code of Federal Regulations (CFRs) and Uniform Code of Military Justice (UCMJ); administrative and legal procedures; and requirements of various legal jurisdictions. Knowledge of a broad range of advanced investigative techniques, research methods, and analyses to conduct investigations where significant difficulties are encountered; select, adapt, and apply investigative techniques; overcome obstacles in gathering and interpreting evidence; and prescribe or recommend corrective action. Knowledge of rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and detention of suspects and related criminal investigative and law enforcement matters. Knowledge of case adjudication, post-trial administrative process and appeal process. Knowledge of the relationships between federal agencies and the need for coordination with them or with other governmental jurisdictions that have an interest in a particular type of criminal case. Knowledge of, and skill in applying, a wide range of complex law enforcement and security disciplines, concepts, principles, practices, and requirements applicable to criminal justice information reporting and indexing requirements to include: Federal, Department of Defense (DoD), and Air Force (AF) rules, regulations, instructions, practices, principles and procedures in regards to all facets of indexing of personnel; knowledge of law enforcement and personnel databases such as National Crime Information Center (NCIC), Naval Criminal Investigative Service (NICS), Defense Criminal Index of Investigations (DCII), NLETS (National Law Enforcement Telecommunications System), Aviation Resource Management System (ARMS), Defense Enrollment Eligibility Reporting System (DEERS), Security Forces Management Information System (SFMIS), and how their institutional processes and operating methods perform a full range of indexing activities. Knowledge of statutory reporting requirements specifically, the Brady Handgun Prevention Act; Uniform Crime Report; Sex Offender Registration And Notification Act (SORNA); Crime Prevention Act; eGuardian; Security Clearance Information Act; Hate Crimes Statistics Act; Victim's Rights and Restitution Act; Lautenberg Amendment to the Gun Control Act; Fix NICS Act; NDAA 2019; public law (P.L.) 115-141; Sec 8106; P.L. 115-952; Sec 8105; and National Defense Authorization Act (NDAA) 2019. Knowledge of various legal jurisdictions, research methodologies, statistical analysis and business practices. GS-13 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the advanced concepts, principles, methods, techniques, and legal processes and approaches of criminal investigative functions to provide expert technical advice, guidance, and recommendations to senior DoD and AF management, other senior agents, and officers in the development of agencywide polices and procedures, and strategies. Expert knowledge of criminal investigation and law enforcement techniques and the relevant legal framework to interpret the laws and/or regulations in areas where accepted methods and principles are questioned or challenged and make recommendations which change the interpretation of laws. Expert knowledge of rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and detention of suspects and related criminal investigative and law enforcement matters.   4. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend or implement solutions for improvement.

  6. Ability to deal effectively with others to gain their confidence and cooperation.
