This Support Services Specialist position is located at the Federal Labor Relations Authority (FLRA) in the Office of the Executive Director, Administrative Services Division (ASD). The Administrative Services Division has responsibility for providing the full range of administrative and management support services to the FLRA, Office of the General Counsel (OGC), and the Federal Service Impasses Panel (FSIP).

Duties

The incumbent provides advisory and support services to the FLRA managers and staff on the full range of administrative areas including space and facilities management; records management; property inventory; telecommunications, travel, transit benefits and other administrative support areas, as assigned. Procurement and Contracting Serves as a Government Purchase Card Holder as directed by the ASD Director and follows appropriate small micro-purchase card procedures to include documentation and file maintenance. Based upon a broad knowledge of Federal acquisition laws and regulations, determines the proper source and methods to be used and refers formal contracting actions to the Contracting Officer. Determines whether other products or services requested will be obtained from Federal Supply Schedules, Blanket Purchase Agreements, GSA sources, the Federal Prison Industries, or commercial sources. Analyzes whether sources are mandatory or for optional use, research whether prices are firm, or negotiable based upon factors such as time/date service is to be performed, quantity discounts, etc., and negotiates the most favorable terms possible to the Government. Space and Facilities Management The incumbent assists in the coordination of services for space and relocation throughout FLRA. He/she assists the Director and senior specialists in developing space plans; coordinating with managers and senior-level officials, as appropriate regarding acquisition or alteration of space. He/she assists with arranging for, and coordinating with, vendors/contractors; coordinating with financial and procurement staff on furniture and space acquisitions; planning and implementing office relocations; and producing space reports for the Director. In addition, assists the FLRA Safety Officer in identifying and eliminating safety hazards in the FLRA workplace(s). This includes the provision and management of physical security with independent responsibility for the FLRA's Homeland Security Presidential Directive (HSPD)-12 program, which consists of more uniform standards for issuing government identity credentials. HSPD-12 applies to all government employees and contractors and governs physical (facility) and logical (systems) access. The management of this program involves close coordination across all FLRA offices. It consists of a Personal Identity Verification (PIV) system that supports a common smart card-based platform for identity authentication and access to multiple types of physical and logical access environments. Smart cards will be used to carry the physical and digital components forming the user's PIV credentials. Transit Benefits The incumbent provides advisory and support services to the FLRA managers and staff on the full range of administrative areas including procurements, facilities and space and facilities management; records management; property inventory; telecommunications, physical security, travel, transit benefits and other administrative support areas, as assigned. Travel The incumbent will advise employees and managers regarding Federal Travel Regulation (FTR) rules and regulations, reviews travel card usage for appropriateness; prepares reports for FLRA management; and ensures Federal and FLRA regulations and procedures are followed. Serve as a document preparer for non-office assigned invitational travel. Reviews travel vouchers for accuracy and supports and advocates for travelers.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/27/2024. If Applicable: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. (This is separate from your experience and is mandated by statutory and regulatory requirements.) - For a GS-12 position you must have served 52 weeks at the GS-11 grade level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
