This position is located in the Department of Housing and Urban Development, Office of the Chief Financial Officer.
Duties
As a Supervisory Budget Analyst, you will:
Manage the Salaries and Expense (S&E) Account, which contains personnel and non-personnel expenditures related to thousands of full-time HUD employees, located in Washington, DC and in field offices throughout the country, and an administrative expense budget which ranges from multi-million to over a billion dollar level of funds.
Manage an administrative staff, of GS-14 level and below, and direct the work of the Office of Administrative Expenses which involves: reviewing proposed staffing and operating estimates within the Department; completing the development and preparation of operation estimates for certain aspects of the Department's budget; the translation of internal budget and staffing decisions into the Office of Management and Budget (OMB) and Congressional presentation; operating controls to carry out the operating expense budget within amounts approved by Congress; and developing policies, systems, and procedures for budgeting and managing administrative funds.
Maintain independent personal contact on a continuing basis with budget and administrative specialists in the OMB, in the budget offices of the Department's Assistant Secretaries, and in the administrative offices of the Department's staff and support functions, including the working Capital Fund.
Administer a complete program of budget formulation, justification, presentation, and execution for administrative expenses for the Department. Department programs content, volume, character, and emphasis vary greatly from year to year, and frequent changes occur within a fiscal year.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Providing analysis, options, and recommendations to managers/officials on proposed budget estimates; AND
Developing and preparing budget estimates; AND
Supervising or leading a team or staff in the development of policies, systems and procedures for budgeting and managing appropriated funds.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
