This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Force Management Strategic Action Officer for The Army Surgeon General (OTSG), Directorate of Human Resources (HR). Advises G-1, Director Force Management Branch Chief on complex force management issues relative to the Army Medical Department and strategic initiatives.
Duties
Develops and implements HR plans, policies and programs, integrates and evaluates strategic force management initiatives for the active AMEDD force.
Advises on feasibility of business analysis and determines general requirements which will be placed on the Army in connection with changes required in current and planned operations.
Serves as the primary management analyst for the Directorate of HR in the management of the military budget officer end-strength available to accomplish the mission
May lead or participate in major projects and subprojects which require study and understanding of technical and administrative force management processes performed in DoD, HQDA, and staff agencies.

Specialized Experience: One year of specialized experience which includes experience Serving as a Force Management Strategic Action Officer for The Army Surgeon General (OTSG), Directorate of Human Resources (HR). Advises G-1 Director, Force Management Branch Chief, and other senior officials on complex force management issues, regulatory and statutory proposals relative to the Army Medical Department (AMEDD) and strategic initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
