Serves as the Portfolio Manager for Radiological and Nuclear Defense Capability Development Program (R/N DCDP), within the Office of the Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control (DASD/TRAC), with responsibility for providing acquisition, implementation, and technical oversight, as well as resource allocation, management, and supervision, for the R/N DCDP portfolio.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section USD(P&R) memo of Oct 15 2021, Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense, Per 3. Covered Positions e. any category of acquisition positions within the DoD designated by the Secretary as a shortage or critical need category, as outlined in Table 1. Acquisition Career Fields- Engineering (ENG). Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: Work is performed under direction / supervision of the DASD, Threat Reduction Arms Control. Incumbent will perform duties as Director, Radiological and Nuclear Defense Capability Development Program (R/N DCDP). Completed work is evaluated by the DASD, Threat Reduction Arms Control (TRAC). Success is based on results achieved, ability to promote and develop senior level solutions, using innovation, resourcefulness, and the ability to effectively coordinate and implement directives to accomplish TRAC's mission objectives. The incumbent oversees TRAC's engagement in OSD's R/N DCDP. Responsibilities include but not limited to efficient and effective operation of the organization to support current and long-range program goals. Specifically, incumbent will coordinate the development, modernization, and procurement of R/N capabilities for the Services, Combatant Commands, and the NG domestic CBRN forces. Scope of responsibilities includes direct, personal engagement with DoD, interagency, and international senior leaders, including Flag and General Officers, members of the Senior Executive Service, Congressional and White House staff members, contractor executives and technical experts, and U.S. military and civilian professionals. The Portfolio Manager plans and directs the activities of the R/N DCDP office and provides oversight, direction, and supervision to component program and activities funded within the portfolio. Responsible for all aspects of planning, programming, budgeting, and overseeing the allocation and execution of funding from the R/N DCDP portfolio by funding recipients.

  • DAWIA (Back to Basics) Certification: Position requires DoD Acquisition Program Management Practitioner level certification within 60 months of entry into position and must acquire 80 Continuous learning Points every 24 months.

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the NH-0343-04 (GS-14/15 equivalent) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the military or private sector) that demonstrates your ability to: Assess national-level Chemical, Biological, Radiological and Nuclear (CBRN) response capabilities and the joint force Radiological and Nuclear (R/N) technical requirements for nuclear, chemical, and biological defense programs. Oversee National and International efforts related to Countering Weapons of Mass Destruction. Observe contracting practices and monitoring ensuring DoD and/or federal Acquisition and life cycle policies, procedures and practices. Develops and implements a funding strategy overseeing the allocation and execution of an agency portfolio utilizing Federal and/or DoD the Planning, Programming, Budgeting and Execution (PPBE) process. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
