The position is in the Application and Platform Service Line, Office of the Chief Information Officer, in the Mission Program Enabling Office. You will support the NASA Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program by serving as a subject matter expert delivering Science and Engineering and Product Lifecycle Management applications, and support application delivery leveraging agile methodologies to deliver business value to the SBIR/STTR program.
Duties
Conduct data analysis to identify trends, patterns, and insights relevant to the program's goals and objectives, including interpretations of complex data sets to drive meaningful decision-making throughout vehicle and program execution activities.
Design, develop, and maintain interactive, user-friendly dashboards and visualizations to effectively communicate key data to program members, collaborators, and end users.
Ensure the quality and compliance of the tooling in accordance with agency guidelines, relevant legislation, and changing requirements.
Lead the development and implementation of data governance strategies, conduct data validation and verification processes, and resolve data quality issues.
Plan and coordinate with cross-functional teams to establish data governance policies and procedures and ensure agency and regulatory compliance.
Maintain the integrity of program data and ensure its accuracy and reliability for effective decision-making.
Collaborate with stakeholders to understand and incorporate changes resulting from Review and Selection processes and larger agency initiatives.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Planning or leading an agile development project or team in the utilization of software development lifecycle for data, and software development;
Managing development, integration, delivery, implementation, and maintenance of software applications supporting an agency/company, its contractors, and the public; and
Leading proper product and project lifecycle reviews (design, development, testing, operational readiness, release) for custom and off the shelf systems and applications.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
