You will serve as a Program Analyst involved in budget and workforce planning, execution, analysis, and reporting. You may support programs, projects, and/or institutional business operations providing business management, business process integration, and systems expertise that enables directorate and/or Agency-wide activities supporting accomplishment of timely and cost-effective mission objectives or strategic goals.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Communicate with internal and external stakeholders to identify and obtain information to integrate work products or design and perform program assessments. Present or report on assessment studies or validated information/data.
Works with leadership to align, improve, or optimize directorate objectives to best utilize the budget and resources to achieve strategic objectives, requiring integration of cross-functional areas of other organizational units.
Support the planning and execution of institutional activities from a financial or resource perspective while understanding all elements of these activities and how they will affect and enable broader Directorate, Center, or NASA strategic goals.
Analyze and resolve issues related to the financial or resource aspects of programs where the resolution of problems requires an integrated approach with programmatic goals, including revision when circumstances or changes in conditions occur.
Analyze financial information from NASA’s accounting system and contract management reporting tools and prepare reports or presentations to communicate the ongoing status of task agreements.
Lead or serve on teams as the subject matter specialist/representative or expert as appropriate.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Assisting with the development of financial plans for a program, project, or organization to track progress toward completion or execution;
Assisting with evaluating the ability of a plan, project, or program to meet the budget or resource metrics;
Gathering or organizing budgetary, business, or financial data;
Assisting with drafting briefings or reports to present a strategy or process.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Supporting the development of financial or workforce plans for a program, project, or organization and assisting with tracking execution of the plans to evaluate performance;
Supporting the analysis or evaluation of the effectiveness of a plan, project, or program to support the improvement of budgetary issues or management processes;
Gathering or organizing budgetary, business, or financial data to draw conclusions or make recommendations to improve performance;
Drafting briefings or reports to present a strategy or process to management or leadership.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Developing financial or workforce plans for a program, project, or organization and tracking execution of the plans to evaluate performance toward the mission or objectives;
Analyzing or evaluating the effectiveness of a plan, project, or program to support the improvement of business practices or budgetary issues, or management processes/systems;
Gathering and organizing budgetary, business, or financial data to draw conclusions and make recommendations to improve performance or the meeting of organizational objectives;
Developing program strategies or processes and presenting the strategy or process to management or leadership.
