Serves as Supervisor for Office of Chief Financial Officer (OCFO), Agency Program Analysis Office. This exciting position leads a blended civil service/contractor team of Program Analysts, Schedule Analysts, and Administrative Staff in workforce planning, budget and schedule formulation, analysis, execution, and reporting for Agency mission-oriented programs and overall efficient operations of the directorate.

Duties

Supervises the work of the organization. Provides administrative and technical supervision necessary for accomplishing the work of the Office. Oversees the development and execution of program control requirements, policies and processes for programmatic schedule, risk, resources, earned value, configuration and data management. Advises and provides recommendations through team participation in new business and/or program and project initial staffing planning exercises. Provides authoritative and comprehensive advice and assistance to ensure the integration and validation of budget for programs and institutionally managed requirements. Coordinates the development and integration of management processes ensuring the Program Planning, and Control (PPC) flow-down of external and Agency requirements. Develops and provides training, tools, and templates to advance the state of PPC at Langley Research Center (LaRC) in coordination with NASA Communities of Practice (CoP). Responsible for new initiatives that require end-to-end assessment of complex issues affecting multiple organizations and programs and that require assimilation of administrative, technical, and fiscal data. Prepares and contributes to reports and presentations on program planning, evaluation, and performance. Establishes a procurement strategy and maintains oversight of a contracted workforce. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • If selected, you will be required to complete a financial disclosure statement.
  • A one-year supervisory probationary period may be required.
  • If the individual selected is currently at the GS-15 grade level, they will be detailed at their current grade and step. If the individual is a current GS-14 they will be temporarily promoted to the GS-15 level.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading assessments of complex projects, integrating the technical, cost, schedule and risk parameters and presenting assessment findings to stakeholders; Analyzing stakeholder strategy engagement, assessment best practices, and workforce development and providing recommendations for improvement; Providing oversight to a contracted workforce through Agency/Center procurement vehicles.
