As the Deputy Program Manager for the DEVELOP National Program you will assist the Program Manager in managing program operations at multiple NASA installations, government facilities, and universities; assist in analyzing and evaluating the effectiveness of DEVELOP program operations in meeting established goals and objectives; and assist in implementing workforce and automation efficiencies and establishing partnerships.
Duties
Advises Program Manager or budget and procurement matters and investigates new or improved business and management practices for application to the program ensuring that they align with program values and capacity building goals.
Works directly with other NASA organizations as appropriate to enhance communication and implementation of programs and ensures the dissemination of NASA Earth science benefits to the widest external audience possible.
Evaluates and advises on the programs, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.
Interfaces externally with other NASA installations, state, local, and other Federal entities, universities, and industry, to ensure that the research program reflects highest priority technological, scientific, and application needs.
Advises the Program Manager on the distribution of work among positions and the appropriate staffing levels and skills mix for the various elements and projects within the program.
Analyzes new or proposed legislation or regulations to determine impact on program operations and management and develops new or modified administrative program policies, regulations, goals, or objectives to respond.
Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of the DEVELOP program operations in meeting established goals and objectives.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Developing and/or implementing staffing requirements for a science related project or program to include experience with the hiring process and employment requirements (e.g. handling the student visas);
Analyzing science project or program budget which includes planning and staffing requirements;
Working with requirements for contracting support for a project or program that includes awards monitoring.
