You will serve as a lead program analyst in the Office of the Chief Financial Officer supporting the Space Technology Mission Directorate at Langley Research Center in Hampton, VA.
Duties
Serves as a senior Program Analyst and as the established expert for management of programmatic and financial information for a project or program.
Collaborates and resolves issues across many functional and technical areas such as, finance, engineering, procurement, contracting, etc.
Develops methodologies to conduct analytic assessments in accordance with developed and published plans for the assessment of spend plans, established schedules, technical performance and associated risks.
Reports the status of projects or programs by developing and establishing metrics that support assessment and reports to leadership.
Analyzes interrelated issues of cost effectiveness, efficiency, and productivity of substantive mission-oriented programs. Computes and estimates the effect of proposed changes in legislation or regulations on financial systems and services.
Manages operating expense funds by preparing budgets, submitting annual spending plans, obligating funds, reconciling accounts, and responding to inquiries. Provides detailed analysis to management and appropriate stakeholders in required cadence.
Evaluates, plans, directs, and manages the analytical and evaluative work for critical agency functions related to the development and presentation of budget plans for programs and projects.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Maintaining current information on the status of funds to identify actual or potential problem areas, trends, deficiencies, areas of imbalance, or similar factors that could impact the effective management control of these funds, and reporting to upper management regularly on the status of budget expenditures;
Performing research and analysis, developing metrics that support assessment and management of projects and/or programs, resolving complex issues, or formalizing information across many functional and technical areas (e.g., finance, engineering, procurement, contract requirements, etc.) for each phase of the acquisition life cycle;
Utilizing a wide range of technical and business systems, processes, and practices used to support development and acquisition of space technology projects.
