NASA Langley Research Center is seeking candidates for a strategic portfolio analyst. This position resides in the Strategic Partnerships Office (SPO) which integrates strategic planning and analysis functions for a large federal research and development laboratory covering multiple NASA mission areas (e.g., aeronautics, science, and space exploration). You will be engaged in the development of innovative ideas to enhance organizational efficiency, effectiveness, and productivity.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Performs comprehensive scenario portfolio planning and analyses that integrate probability-based projections to analyze potential outcomes, support organizational forecasting, and define the decision space for strategic decisions.
Develops and/or assists with program and/or management assessments ensuring programmatic and/or budgetary goals are well documented.
Plans, organizes, and completes analytical studies related to key programs in coordination with subject matter experts.
Coordinates non-advocate review of business initiatives to assure they support long term capability sustainment, are aligned with strategic priorities, and meet quantitative and qualitative business criteria.
Integrates research and analysis of stakeholders, policy/legislation, and the external environment into decision making.
Presents data/information and prepares high-level briefings and reports for a variety of audiences.
Uses innovative business tools for analysis of program/project functions.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
Using innovative tools such as e-Business systems to analyze data (i.e., business, workforce, financial) to provide assessments and recommendations for action;
Developing business, financial, or workforce data into a cohesive set of analyses;
Reviewing and analyzing data (i.e., business, workforce, financial) to provide assessments and recommendations for action.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Reviewing and validating data (i.e., business, workforce, financial) from various e-Business systems and providing solutions to leadership;
Analyzing data sets from many sources (i.e., business, workforce, financial) to define key issues, provide conclusions, and make recommendations;
Analyzing and evaluating effectiveness of organizational programs or operations in meeting established goals and objectives.
