The primary purpose of this position is: To serve as IT Cybersecurity Specialist (INFOSEC), Computer Specialist for the Cyber Training Academy (CTA) at the DoD Cyber Crime Center (DC3), responsible for oversight in/and development of cyber training in the areas of digital forensics and Defense Information System Security.
Duties
Employee provides oversight in the development of cyber training in digital related forensic systems and defense information system security methods and procedures.
Employee independently performs substantive research and development (R&D) of digital forensic, methods and procedures.
Serves as CTA Information Systems Security Officer (ISSO) responsible for oversight of the Cyber Training Academy Cyber Learning Management Environment.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Qualifications

Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes: Applies advanced concepts, theories, principles, practices, methods, and techniques of computer science, and engineering, to include a background that includes computer communications, and operating systems. Ability to recover computer data and what the data means once it has been retrieved, to include practical knowledge of investigative procedures required to provide oversight of course curriculum development used to teach the value of computer related evidence, development of proof of criminal activity, and preparing reports of examinations and findings for use in court proceedings and administrative hearings.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Analysis, Design, Development, Implementation and Evaluation (ADDIE) process.
2. Skill in project management principles and methods.
3. Knowledge and experience with computer operating systems, to include direct knowledge and experience with PC operating systems (Windows 95/98/NT); knowledge of other older operating systems, network standards and operating systems (TCP/IP, Novel, Windows NT and UNIX Networking), and previous experience as a system administrator.
4. Knowledge of computer hardware to the board level, to include experience in the development of computer programs; ability to write programs in "C", "C++", UNIX Shell Scripting Languages, or Pearl.
5. Ability to communicate orally and in writing, including providing accurate and timely technical reports.
6. Knowledge of, and three years experience in, computer forensic analysis, or the equivalent, to include an understanding of the chain of custody, working at a crime scene, and testifying in court.
7. Knowledge and experience in cyber counterintelligence investigations and operations, or cyber operations.
8. Experience with providing oversight and guidance for Information Assurance policy development, implementation, and integration.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
