Duties

DUTY 1: Plans, organizes, and directs the activities of the Technology Futures Branch ensuring the branch complies with legal and regulatory requirements and meets customer needs. DUTY 2: Represents organization with a variety of installation and functional area organizations. Represents MAJCOM and AF on Intelligence Community, Joint and DoD innovation and experimentation committees and working groups. DUTY 3: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • An advanced intelligence-related or professional/scientific degree is highly desirable.
  • Incumbent may be subject to psychological screening/ polygraph testing as an inherent primary requirement of their position.
  • Mobility: Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of and skill in applying the full-range of ISR innovation and experimentation techniques, and practices. Must have expert knowledgeable of the terminologies, methodologies, research and analytical techniques as applied to highly complex assignments and the ability to apply facts and estimates derived from numerous sources to a variety of problems having difficult technical aspects. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and ability to Facilitate grassroots innovation and experimentation efforts in direct support of the intelligence warfighter. 2. Knowledge of the full range of intelligence research and collection methods, techniques, and practices and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance on various management programs and issues. 4. Knowledge of safety and security regulations, practices, and procedures. Ability to apply laws, executive orders, regulations, policies, and concepts pertaining to military and civilian personnel programs. 5. Ability to plan, organize, and direct the functions and staff, supervise, mentor, motivate, and appraise the staff of an organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONT'D: 1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Position may also require eligibility for other intelligence-related specialsensitive information or involvement in Top Secret special-access programs (SAPs). ??????? 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
