The primary purpose of this position, PHYSICAL SECURITY SPECIALIST, NH-0080-03 is to advise, supervise, manage, direct, implement and otherwise administer specific activities and functions of the Installation Security Program.
Duties
Implement policies and develop local plans and procedures for the protection of Protection Level 1-3 (PL1-3) resources.
Provide oversight for the Resource Protection Program (RPP).
Serve as the primary facilitator for meetings of the Integrated Defense Working Group (IDWG) and Integrated Defense Council (IDC).
Provide training and advice on physical security and protection of PL 1-3 resources.
Formulate local directives and coordinate PL 1-3 security and PL-4 resource protection matters.

- PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
- This is a Non-Combat Essential Position (NCE): Incumbents on this position may need to be removed from their military recall status if alternatives for filling the position during an emergency are not available.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: providing assistance with or independently advise, supervise, manage, direct, implement and otherwise administer specific activities and functions of a security program; assist with providing guidance and direction regarding a multitude of security requirements, interpreting higher level directives, and developing local supplements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of security concepts, principles, practices, and standards relating to the protection of resources and assets.
Knowledge of the operation and required standards for physical protective equipment and systems.
Skill in interpreting physical security instructions, guidelines, directives and manuals and applying the concepts in various situations and environments.
Skill in planning and carrying out physical security tactics and procedures.
Ability to communicate effectively; both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Obligated Position: This position is obligated to an employee on an overseas assignment with entitlements to return to this position. If selected, a signed agreement will be required, acknowledging the potential displacement, under reduction-in-force procedures, if alternative placement cannot be made.
Department of Defense Physical Security Certification conferral(s) are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
