The Management and Program Analyst with the organizational title of Minority Veterans Program Coordinator (MVPC) Specialist organizationally aligned to the Inclusion, Diversity, Equity, and Access (I-DEA) Section. The primary purpose of the position is to provide duties associated with the building and maintaining the Minority Veterans Program. The duties also include coordinating Special Emphasis Programs, Mediation, training staff and veterans, fact finding and recruiting.
Duties
Major Duties and Responsibilities:
Administrative Duties:
Determine data needs, establish data collection procedures, design report formats, and present findings within assigned deadlines. Prepare findings for presentation in the form of written reports, graphs, charts, tables, or other summaries. Contribute technical knowledge of data to the preparation of reports. Works independently to solve problems.
Serves as the timekeeper for the IDEA Section.
Assists as an alternate fact finder in the IDEA Section. Collecting, assembling, and developing facts, evidence, or other pertinent data; the ability to analyze and evaluate data or evidence to arrive at sound conclusions including applying new information. Conduct long-and-short range planning, organizing, scheduling, etc. for fact-finding. Ability to determine any necessary recommended corrective or other appropriate action. Prepares fact-finding report in accordance with regulations and/or directives. Maintain the required privacy and confidentiality of information.
Assists with review of training plans, reports, and regulations to determine training needs, maintain training records, organize, and coordinate training requirements. Assists with monitoring established and new programs to identify trends which reflect either significant accomplishment or problem areas. Serve as instructor for a variety of courses. Mandatory IDEA training, and New Employee Orientation information.
Development and Implementation of Programs:
Assists in the delivery of programs, seminars, workshops, classes or courses. The incumbent must establish a rapport with peers and others within and outside the Medical Center and community (Michigan Market, Veterans Integrated Service Network, VA Central Office). Incumbent develops or assists with marketing these programs/courses, developing course outlines, acquiring course material needed through internal or external sources, reviews, evaluates and recommends improvements based off feedback collected.
Minority Veterans Program Coordinator (MVPC):
Establish and maintain contact with minority organizations within the local area(s) served by the facility to present information concerning benefits, employment, to hear their concerns, and to answer questions. Work with the facility staff to formulate and communicate program objectives that increase the awareness of the Minority Veteran Program. Support and initiate activities that inform andsensitize facility staff to the unique needs of minority Veterans. Provide appropriate educational and outreach materials to targeted outreach groups. Serve as Center for Minority Veterans primary contact on issues pertaining to minority Veterans visiting their facility. Keep abreast of VA benefits programs, current policies, and regulations and their impact on minority Veterans. Meet with the IDEA Section Chief periodically (at least twice per year) to discuss the operation plan, initiatives and issues of interest and concern.
Diversity and Inclusion:
Supports recommendations to the Inclusion, Diversity, Accessibility and Equity (IDEA)Section Chief on management in assigned organizations of Diversity & Inclusion (D&I) and program requirements and established goals. Advises management in assigned organizations of routine requirements and of the goals established to enhance the employment opportunities and diversity initiatives of minorities, females, and underrepresented groups. Assists in the direction/management of one or more special emphasis programs and the Diversity Advisory Committee. Provides routine advice. Performs fact-finding and analysis of workplace concerns.
Provides conflict resolution services to employees as a trained mediator in the Alternative Dispute Resolution Program. Completes required training to become a VA Certified mediator
Assists the IDEA Section Chief in maintaining a balanced IDEA Budget. Serves as the Records Liaison for the IDEA Section. Serves as a credit card holder for the IDEA Section. Gathers information from employees via contact by phone, email, or face to face interactions, which may be a confidential nature, in response to document requests. Maintains confidentiality of these documents and any privileged conversations.
Performs other duties as assigned.
Work Schedule: Monday through Friday 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service.
NOTE: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
General Experience: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the principles, concepts, legal requirements, and methodology of the Office of Resolution Management Equal Employment Opportunity Program, and skill in applying this knowledge to perform assignments independently for which there are precedents. Knowledge of and skill in fact-finding, analysis, problem solving, writing, interpreting regulations and policies, dealing effectively with people and have a good understanding of the organization and the Administration. Knowledge of the fact-finding process to immediately begin to address (within two business days) any incident. Knowledge of professional principals, theories, concepts, and practices of D&I and EEO to provide training. Ability to effectively with people in various settings (meetings, committees, panels, mediations, etc.). Skill in a variety of methods of conflict resolution. Skills in use of outlook, data management, Microsoft, excel and VISTA. Ability to communicate effectively orally and in writing with a wide variety of personnel and organizational representatives.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and outside work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
