The primary purpose of this position is a multi-skilled position that performs a wide range of duties in a wide range of projects, to include invitation for bid, Indefinite Delivery Indefinite Quantity contracts, Simplified Acquisitions of Base Engineering Requirements, Time & Materials delivery orders and manage the construction of delivery orders and other projects.

Duties

Responsible for the development of designs, plans, specifications and programming documents involving complex military major and minor construction, such as family housing, operations and maintenance, hospital and base/installation tenant facility projects and assignments of similar complexity. Designs complete firm fixed price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), Simplified Acquisition of Base Engineering Requirements (SABER) and Time and Material (T&M) delivery order packages. Validates work requests, IDEAs, direct lines and space requests. Performs a variety of duties concerned with on-site inspection of maintenance, repair, replacement and construction activities and the monitoring and controlling of these operations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the NJ-0802-03 Engineering Technician In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have or within 120 days, will have 52 weeks (one year) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-08), level, pay band (NJ-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as technical work in drafting, designing, surveying, construction estimating, lifecycle of acquisition/contract process; tracking and managing deliveries and projects, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft where the work provided intensive knowledge of engineering principles, techniques, methods, and precedents may also be qualifying. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: two full years of graduate education or a master's degree that it is directly related to the work of the position. NOTE: You must submit a copy of college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: a combination of the education and experience described above. NOTE: only graduate level experience in excess of 1 year can be used to meet the combination of education and experience requirement. You must submit a copy of college transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of mechanical engineering concepts, principles and practices and familiarity with other engineering disciplines and architecture. 2. Knowledge of engineering and construction standards, methods, practices and techniques, materials and equipment to determine compliance with federal, state and local codes and regulations. 3. Knowledge of standard contracting regulations, practices and procedures as they apply to construction management. 4. Knowledge of automated data processing concepts, systems capabilities and economic usage to effectively accomplish assigned functions. 5. Knowledge of health, safety and environmental requirements as outlined in applicable standards, regulations and/or technical orders. 6. Ability to analyze, interpret and apply rules, regulations and procedures in a variety of situations and recommend timely and economical solutions. 7. Ability to plan, conduct and record site/facility surveys and inspections. 8. Ability to plan and organize work and coordinate with other engineering disciplines. 9. Ability to communicate effectively both orally and in writing and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
