The primary purpose of this position is to serve as an expert systems analyst to the Base Energy Office on all matters related to the Energy Monitoring and Control System building, mechanical, environmental, and industrial systems including development, expansion, maintenance and day to day operations of all Building Automated Systems.

Duties

Serves as an Engineering Technician responsible for independently performing complex, technical, EMCS systems evaluations, reviewing, developing, modifying and installing system operational upgrades and developing highly detailed database modifications on multiple manufacturers, industrial control systems, for Building Automation System applications As a systems analyst, uses skill and knowledge to make various decisions and corrections on operating capacities, efficiency, metering, load shedding and other highly technical control areas. Communicates with Base Communication personnel, to identify problems relating to Base (LAN) communication on EMCS industrial control systems.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0802-11, Engineering Technician Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-09) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. An example of creditable specialized experience includes a practical knowledge of: (1) the methods and techniques of engineering; and (2) the properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and computer skill to serve as system analyst, diagnosing various types of problems and troubleshooting a multitude of different BASE systems using information and data received from the EMCS console, engineering drawings and specifications, as well as personal investigations. Knowledge of various computer operating systems is also mandatory. Extensive knowledge of Windows environments, database software programming and computer networking. Knowledge of HVAC and Industrial control theory, methods, practices and techniques, materials and equipment to determine compliance with base facility standard regulations. Knowledge of standard 88 CG regulations, practices and procedures as they apply to EMCS functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
