The primary purpose of this position is a multi-skilled position performs wide range of duties in the design of a wide range of projects, to include invitation for bid, Indefinite Delivery Indefinite Quantity contracts, Simplified Acquisitions of Base engineering Requirements, Time & Materials delivery orders, and manage the construction of those delivery orders etc.
Duties
1. Responsible for the development of designs, plans, specifications and programming documents involving complex military major and minor construction, such as family housing, operations and maintenance, hospital and base/installation tenant facility projects and assignments of similar complexity.
2. Designs complete firm fixed price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), Simplified Acquisition of Base Engineering Requirements (SABER) and Time and Material (T&M) delivery order packages.
3. Validates work requests, IDEAs, direct lines and space requests.
4. Performs a variety of duties concerned with on-site inspection of maintenance , repair, replacement and construction activities and the monitoring and controlling of these operations.

- Mobility Augmentee Duties. Employee must be available to support mobility or Readiness Center (RC) operations in an exercise or contingency situation. Irregular shift/overtime may be required.
- The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
- Selectee may be required to serve a probationary or trial period.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year of specialized experience equivalent to at least the next lower grade level or equivalent in other pay systems. Qualifying examples of specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may also be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities. *Note: In-service applicants can qualify with at least 1 year of specialized experience at either the next lower level (GS-10) or the second lower level (GS-09). However, for outside applicants (i.e., those without current or prior Federal competitive or excepted service), 1 year of specialized experience equivalent to at least the next lower level is required.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level, TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge of mechanical engineering concepts, principles and practices and familiarity with other engineering disciplines and architecture.
Knowledge of engineering and construction standards, methods practices and techniques, materials and equipment to determine compliance with federal, state and local codes and regulations.
Knowledge of standard contracting regulations, practices and procedures as they apply to construction management.
Knowledge of automated data processing concepts, systems capabilities and economic usage to effectively accomplish assigned functions.
Knowledge of health, safety and environmental requirements as outlined in applicable standards, regulations and/or technical orders.
Ability to analyze, interpret and apply rules, regulations and procedures in a variety of situations and recommend timely and economical solutions.
Ability to plan conduct and record sit/facility surveys and inspections.
Ability to plan and organize work and coordinate with other engineering disciplines.
Ability to communicate effectively both orally and in writing and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
