The primary purpose of this position is to serve as an expert systems analyst to the Base Energy Office on a!! matters related to the Energy Monitorir1g and Control System (EMCS) building, mechanical, environmental, and industrial systems including development, expansion, maintenance and clay to day operations of all Building Automation Systems (BAS).

Duties

1. Serves as an Engineering Technician responsible for independently pertorming complex, technical, EMCS systems evaluations, reviewing, developing, modifying and installing system operational upgrades, and developing highly detailed database modifications on multiple manufacturers. 2. As a systems analyst, uses skill and knowledge to make various decisions and corrections on operating capacities, efficiency, metering, shedding, and other highly technical control areas. 3. Communicates with Base Communication personnel. to identify problems relating to Base (LAN) communication on EMCS industrial control systems.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Stds for General Schedule Psns, Individual Occupational Req'ts for Engineering Technical Series, 0802, and Group Coverage Qualification Std for Technical and Medical Support Psns. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: GS-11: Applicants must have at least one year of specialized experience equivalent to the GS-10, or equivalent in other pay systems. Specialized experience may include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents with responsibilities such as trade positions with substantial developmental, test, or design responsibilities such as planner and estimator who analyzed designs for production purposes, or instrument maker or model maker who performed design or development work on devices fabricated. *NOTE: This is a one grade interval position, since there is no position in the normal line of progression that is one grade lower than the position being filled,internal employees can qualify with at least 1 year at either the next lower level (GS-10) or the second lower level (GS-09) . FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and computer skills to serve as system analyst, diagnosing various types of problems and troubleshooting a multitude of different BAS systems using information and data received from the EMCS console, engineering drawings and specifications, as well as personal investigations. 2.Knowledge of various computer operating systems is also mandatory. Extensive knowledge of Windows environments, database software programming, and computer networking. 3. Knowledge of HVAC and industrial control theory, methods, practices, and techniques, materials, and equipment to determine compliance with base facility standard regulations. 4. Knowledge of standard 88 CG regulations, practices, and procedures as the apply to EMCS functions. 5. Ability to analyze , interprets, and apply rules, regulations, and procedures in a variety of situations and recommends timely and economical solutions. 6. In depth knowledge of HYAC and Industrial control building automation systems. 7. Knowledge of facilities layout, and methods of system analysis and control improvement techniques. 8. Knowledge of current automation technology and practices essential for the accomplishment of work. 9. Knowledge of the operations, products, services, needs, and goals of the programs in the organizations studied or served, and related customers, functions, resources, and users. 10. Ability to plan, conduct, and record site facility system database upgrades to EMCS systems 11. Ability to communicate well, both orally and in writing, and establish and maintain good working relationships. 12. Ability to plan and organize work and coordinate with other engineering disciplines and architects.
