The primary purpose of this position is to provide nonprofessional mechanical and controls engineering technical support for building automation system (BAS) troubleshooting, analysis, repair, programming, and design across the facility plant. The position performs technical duties and strategic planning for sustainment of building automation system.
Duties
Provides project and contract management support for the Directorate facilities projects.
Participates in construction planning, design review, construction start-up coordination, construction coordination, project completion, and acceptance inspections.
Advises Work Order Manager and Facility Design Team in managing cost, schedule, and scope of all facility related projects.
Conducts special projects and studies.
Uses training and expertise to provide expert leadership and support to optimization, repair and maintenance of directorate facilities.
Applies knowledge of other disciplines to determine coordination required to ensure all design considerations have been addressed.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions; Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENTS OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience which includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
OR
Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience is experience that includes applying scientific, technical, and business techniques to perform functions such as research, development, design, evaluation, construction, inspection, production, application, standardization, testing, or operation of engineering facilities, structures, systems, processes, equipment, devices, or materials. Provides building automation system troubleshooting, analysis, repair, programming, and upgrades to the Branch. Provides technical and working knowledge of heating, ventilation, & air conditioning (HVAC) system components, HVAC system control strategies for pneumatic, electronic, and direct digital controls, as well as technical and working knowledge of facility electrical systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Technical and working knowledge of industrial operations; of civil, mechanical, electrical concepts, principles, and practices; and of architecture and engineering disciplines.
Technical knowledge of engineering and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations
Knowledge of health, safety, and environmental requirements as outlined in applicable standards and regulations.
Knowledge of contractual processes, compliance procedures, and technical requirements associated with facility real property and construction requirements.
Skill in providing technical advice in terms of oral and written briefings, reports, recommendations, and training to a wide and diverse group of people including senior leadership, scientists, engineering, and architectural professionals.
Skill in identifying and analyzing technical problems and solutions of broad scope and complexity.
Ability to interpret, select, adapt, and apply many guidelines, precedents, and engineering principles and practices in the area of facilities, specified equipment, data, and data attributes.
Ability to plan, organize, reprioritize, and complete work, projects, or studies independently from generalized background data to meet changing deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
