You will serve as a MANAGEMENT & PROGRAM ANALYST (MATERIALS) in the PRODUCTION DIVISION, SUPPLY CHAIN MANAGEMENT BRANCH of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will facilitate delivery of material to the mechanics. You will assist in conducting reviews of stock reports and stock levels to ensure that the necessary materials are ordered. You will perform analysis and evaluations, both quantitative and qualitative, to improve the effectiveness of work methods and procedures, management controls, information systems and business practices. You will perform data collection to measure productivity, improve quality, cut costs, and manage resources. You will manage and maintain accountability of a shop store and truck stock inventories in accordance with established policy and procedures. You will analyze all receipt, balance on hand and vendor payment discrepancies.

Qualifications

To qualify for the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of the automated material management system (MAXIMO) sufficient to enter, extract and correct data; retrieve recurring reports and structure and retrieve specialized reports. Applies knowledge of how the system works to determine the data categories to be established, to identify the sorting and calculating functions to be performed, and to set up the detailed functional procedures needed to enter and to retrieve the data in the form needed for each report.2) ability to analyze material data, identify patterns and trends and recommend changes in the type of materials stocked, stock levels and to identify areas of potential fraud, waste and abuse.3) Thorough knowledge and understanding of all PW Product Line processes. Must have the practical experience and skill to apply that knowledge to a wide range of concepts, practices, regulations, policies, precedents and business rules associated with the efficient management and delivery of all PWPL services.4) Skill and ability to input specifications with speed and accuracy. Ability to use multiple computer applications simultaneously. Knowledge of basic Microsoft applications such as Word, Excel, Access and PowerPoint.5) Ability to identify commonly used material.6) Broad knowledge of the material acquisition processes, rules and regulations.7) Skilled in written and oral communication to effectively provide oral or written recommendations. Must be skilled in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. To qualify for the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining accountability of shop store and truck stock inventories in accordance with established policy and procedures; 2) Creating, receiving, and issuing material requests into the automated management systems, i.e., Maximo; 3) Processing stock sheets by entering material and quantities used for job orders; 4) Ensuring purchase orders and vendor payments are complete, identifying and correcting any discrepancies. One full year of graduate-level education;

This position allows for substitution of education as follows:

Master's or equivalent graduate degree; or

2 full years of progressively higher-level graduate education leading to such a degree; or

LL.B. or J.D; if related; or

A combination of experience and education as described above that equates to one year of experience.
