This position is located in Refugee, Asylum and International Operations, Asylum Division, Miami Asylum Office.
As an Supervisory Management and Program Analyst, you will serve as a technical product owner and supervise a team of analysts covering a wide range of Agile planning and technical development functions and activities.
Duties
Serves as an active/decision-making member, as a Product Owner (PO), within the Agile development framework to provide business requirements and prioritization for IT development increments and sprints.
Serves as the business interface between the end user and the development team.
Helps to gather and present requirements, business value, acceptance criteria, process workflows, design mock-ups, risk, dependencies, and any additional insights from the end-user personas' perspective.
Responsible for employing human-centered design approach in coordination with USCIS file level subject matter experts to identify, collect, develop, and prioritize new requirements for emerging data systems using Agile Methodology processes.
Responsible for ensuring business requirements are fully and effectively communicated to OIT and FOIA/PA, NRC and IRIS Leadership.
Directs work to be accomplished by subordinates, establishing priorities and standards for completion of work.
Administer, analyze, supervise, work involved designing, developing, maintaining, and troubleshooting the system responsible for disseminating and managing Government information related to FOIA/PA requests by the public.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 06/24/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 06/24/2024.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Ability to supervise and lead a diverse workforce.
Ability to plan and manage product management programs for the development and deployment of products and services.
Ability to communicate in writing.
Knowledge of Agile and Human Centered Design principles and practices.
Experience analyzing business, functional, and/or technical requirements in support of a system enhancement or a new system component; and applying Agile methodology and Research-Based User Experience practices as part of a scrum team to support system functionality.
Skill performing Agile ceremonies, Daily Stand-Up, Backlog Refinement, Iteration Planning, Iteration Demo, Iteration Retrospective, Epic/Story writing, Definition of Done, Acceptance Criteria, Prioritization/Pointing, Working Agreements, and Team Building.
