Duties

Chief Financial Officer, Army National Guard (ARNG} is the principal advisor to the Director, ARNG, in the areas of resource management, programming, budgeting and execution, accounting, reimbursable program management, acquisition, and strategic planning. Responsible for financial statement and operational audits, remediation efforts, and internal controls for business processes and financial systems. Responsible for the management of the resources, policies, plans and programs to support over 325,000 Soldiers in 1,902 modified tables of organization and equipment (MTOE} units throughout the United States, the District of Columbia, Puerto Rico, Guam and the Virgin Islands, as well as 28,000 civilians (Title 32 and Title 5} in 473 tables of distribution and allowances (TDA) units also distributed nationwide. The accompanying facilities footprint spans 170M square feet at 2,800 sites with a replacement value of $468. Oversight and management of all fiscal resources and materiel procurement for the Army Directorate of the National Guard Bureau (NGB). Works directly with representatives from NGB Comptroller and J8, Department of the Army, and Department of Defense to resolve funding issues that are critical to the mission of the ARNG and the NGB. Participates on the Army Budget, Requirements, and Program Board (BRP}, Planning, Programming, and Budget Committee {PPBC), and Program Budget Review {PBR). Provides ARNG General Officer/SES coordination on the Army Planning Priorities Guidance (APPG), the Technical Guidance Memorandum (TGM), ARNG Support Plan the APG, and authors the ARNG Program Guidance Memorandum (APGM). Responsible for the functionality of the PPBC-Guard governance forum, the Data Analytics Group-Resourcing, and the issuance of Resource and Budget Execution Guidance. Responsible for the planning and execution of a $18.5 billion budget in support of seven Program Evaluation Groups (PEGs) to ensure the effectiveness and efficiency of the overall maintenance and revitalization of ARNG's installations, equipment, manning of the workforce/manpower resources, and ensuring proper training. Oversight in these areas are required for prompt mobilization for war, national emergency, or as otherwise needed. Leads a staff of 149 civilian and military personnel located at Arlington Hall Station, Virginia, Professional Education Center, Arkansas, and Indianapolis, Indiana. Directly supervises personnel at the Colonel/GS-15 level.

Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP), who have been certified by OPM must load your SF-50 or certificate (under Other). *** TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 page per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: TQ 1: Knowledge of, and experience in, the management of a large, complex, and diverse organization requiring executive level leadership skills. TQ 2: Demonstrated ability to direct, guide, prioritize, resource, and oversee operations in a large institution including development, execution, and integration of multi-branch, multi-component, multi-service training, leader development and professional military and civilian education, and execution of resource management across the planning, programming, budgeting, and execution (PPBE) cycles. ADDITIONAL REQUIREMENTS: THIS IS A SENIOR EXECUTIVE SERVICE (SES) LEVEL FINANCIAL MANAGEMENT LEVEL 3 CERTIFIED POSITION. In accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d, incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Financial Management (FM) applicants must be able to obtain the FM Certification requirement of the position to which he or she is assigned. Such certification is a condition of employment. Only FM workforce members currently assigned to positions with an FM Certification designation are included in the FM Certification Program and are authorized to achieve FM certification at the designated level. If selected and not currently assigned to a position with FM Certification, selectee will have 2-years in which to obtain certification. In the event a member cannot obtain the FM Certification within the initial 2-year time period, the CCA may grant one or more time extensions of up to 1 year to remain in the position. Supervisors are responsible for monitoring and tracking FM members' progress toward certification and working with their human resources offices to take progressive discipline as appropriate so that FM members attain their certification levels within the required time period. If an individual fails to obtain the required FM Certification and any CCA approved time extension(s) have expired, the individual may be subject to adverse actions, up to and including, reassignment to a lower grade, or removal from government service
