The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. The position is located in the Bureau of Labor Statistics, Office of Administration. This position is outside the bargaining unit.

Duties

The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of the Washington, D.C. area, you may be eligible for limited telework with approval from your supervisor, based on onsite duties and responsibilities, while the current headquarters is decommissioned and the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible to telework with approval from your supervisor, based on onsite duties and responsibilities, and if consistent with telework policies and mission needs of BLS. Duties include, but are not limited to the following: Directs and/or develops Bureau-wide plans, policies, and objectives on administrative management activities for the Branch. Plans include forecasts of short- and long-range program needs. Directs and provides technical and administrative guidance to subordinate staff and contractors in the management of the administrative activities in the Branch. Exercises managerial and supervisory authority for subordinate staff, including, but not limited to: assigning and reviewing work, establishing positions, selecting candidates for employment and promotion, establishing performance standards and appraises performance, recommending awards, resolving grievances and complaints, identifying training needs, approving leave requests, and supporting EEO affirmative action plans and objectives. Provides national and regional office managers advice and assistance in all facets of administrative services management for which the Branch is responsible Serves as the principal liaison for, and represents the Bureau in dealings with, the Department of Labor, the General Services Administration, and other agencies and committees on all areas of the Bureau's administrative services programs.

Qualifications

Basic Requirement Support Services, 0342: One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled: ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. OR Graduate Education: Major study - public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. Specialized Experience Specialized experienceis the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the federal service. Experience indicators are: Managing multi-disciplined functional areas to include Facilities Operations, Occupational Health and Safety, and other related areas such as Ergonomic Assessments, Project and Contract Management, and Transportation and Transit Subsidy Management; Evaluating building operations and operational programs to make adjustments as necessary to accommodate change and implement new programs; Performing supervisory duties such as planning program/project assignments, developing staff, and evaluating work of subordinates
