You will serve as a Program Analyst in the Business Financial Division, Code 65, Machinery Integration Test Facility Directorate 60 at the Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV), Philadelphia Pennsylvania. Assignments involve financial execution of funding for various Aircraft Carrier, Submarine, Expeditionary, and Surface Ship Research Development Test and Engineering (RDT&E), Construction, and In-Service Acquisition Programs.
Duties
You will provide detailed financial analysis of various aspects of the programs supported.
You will perform financial analysis assignments in support of the Customer Advocate Office.
You will execute funding for Aircraft Carrier, Submarine, Expeditionary, and Surface Ship Research Development Test and Engineering, Construction, and In-Service Acquisition Programs.
You will utilize knowledge of the Federal budget process, budgetary and financial methods, financial management systems, analytical and problem-solving methods/techniques, database management systems, and organizational structure.
You will assist in and prepare budget execution documents, respond to inquiries, and monitor fund expenditures.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing acquisition planning, financial analysis and management to ensure efficiency for an organization's technical programs.
For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing analytical techniques to carry out acquisition planning, financial analysis and management for the organization's technical programs.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For GS-11: Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.;
OR
Possession of an LL.M. degree in a field directly related to the position being filled.
OR
For GS-09: Successful completion of a Master's or equivalent graduate degree;
OR
Successful completion of two full years of progressively higher level graduate education leading to a Master's degree;
OR
Possession of an LL.B. or J.D., in a field directly related to the position being filled.
