About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE.
Duties
Perform full administrative and technical supervisory functions as first line supervisor. Perform delegated personnel management responsibilities for assigned personnel.
Plan and assign work, sets priorities, provide advice and counsel to employees on program/mission goals and objectives, and make decisions on work problems presented by subordinate employees.
Plan, organize, coordinate, and execute Category III Military Source Operations (MSOs) in accordance with theater/national objectives. Coordinate and manage overt debriefings of friendly forces and civilians to obtain intelligence.
Serve as Strategic Debriefing team leader in a Joint Interrogation Debriefing Center or other strategic operational platform. Write and review intelligence, operational and administrative reports. Research, prepare and present senior level briefs.
Direct mission pre-planning, to include studying and applying a broad knowledge of the geo-political, social, counter-intelligence, and security climate of the area.
Evaluate pre and post mission intelligence information and determine how to integrate into lessons-learned training, how to present identified real-world scenarios in the most efficient and effective way possible.
Review and analyze lessons learned to apply to the training and curriculum. Support senior instructors in developing training programs, curricula, and materials, and evaluating, updating, and maintaining the current training curricula.
Work with senior instructors to develop and implement changes to course curriculum ensuring compliance with established training standards and methods; and, to plan and deliver training curriculum on budget and on time.
Prepare requests for proposals, scopes of work, and task orders, and other contract-related documents.
Make presentations pertaining to course training and curriculum to senior DoD military and civilian visitors, other government officials, and leadership.

- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Two year trial/probationary period may be required.
- Must be a graduate of the Defense Strategic Debriefing Course (DSDC) in order to perform duties as a DSDC senior instructor.
- Must be willing to overtime and irregular hours.
- Must be able to obtain and maintain a valid state driver's license.
- Must be willing to work in adverse environmental conditions.
- Must execute a classified information Non-Disclosure Agreement.

Specialized experience is defined as: experience applying human intelligence (HUMINT) collection, analysis, production, evaluation and reporting techniques and methods along with conducting strategic debriefing military source operations within an intelligence and/or training mission area.. NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
