You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT DIVISION of UNDERSEA WARFARE DEV CEN DET ASL.
Duties
You will be responsible for the coordination and analysis on all matter relating to the development of the five-year Program Objective Memorandum (POM) budget process.
You will be responsible for the performance oversight of Arctic Submarine Laboratory (ASL) contracts and Task Orders.
You will manage and evaluate all financial obligations and expenditures for the command.
You will serve as the Undersea Warfighting Development Center (UWDC) Government Purchase Card program (GPC) Agency Program Coordinator (APC).

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience relating to the development of the five-year Program Objective Memorandum (POM) budget process.
Experience using the Standard Accounting Budgeting and Reporting System (SABRS).
Experience with appropriations and limitations of RDT&E, OMN, OPN, and direct site funding.
Experience with Government Purchase Card program (GPC) and experience as an Agency Program Coordinator (APC).
Experience promoting the use of Federal Supply Schedules (FSS), General Services Administration (GSA) and other mandatory sources of supply
Experience using the US BANK and Program Audit Tool (PAT) interfaces.
Experience as a Command Organizational Travel Administrator (ODTA) IAW DOD Joint Federal Travel Regulation (JFTR) and DOD Financial Management (FMR).
Experience as a Manager Internal Control (MIC) Program Coordinator.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher-level graduate education leading to such a degree
