As a Space Management Specialist at the GS-0301-13, you will be part of Facilities, Security, and Emergency Management, Office of Personnel Management. If selected, you will be responsible for developing, planning, and coordinating space renovation/relocation projects in the Federally managed buildings and may occasionally coordinate field office projects.

Duties

The OPM Space Management Specialist plays a critical role in optimizing the use of space within federal government facilities to support organizational objectives, enhance operational efficiency, and create productive and sustainable work environments for employees. Develops, plans, coordinates, and implements major space renovation projects and coordinates with management officials on setting goals, standards, and targeted outcomes. Works to improve space management effectiveness, utilization, and efficiency throughout OPM. Conducts space reviews and analysis of OPM federally managed office activities to determine how space renovations and relocations can be designed and implemented to improve program effectiveness and reduce operating costs. Constructs and maintains electronic space plans based on changes in the agency's needs, coordinates major design and alterations to space or reconfiguration of offices, coordinates office relocations, and ensures maintenance for space controlled. Provides technical advice and coordination to OPM program offices on regulatory developments, changes in space management practices, and trends affecting the agency's requirements for and use of space. Generates, modifies, and evaluates drawings and operates and maintains facility and space data in a computer-aided facility management (CAFM) system or an integrated workplace management system (IWMS). Performs detailed and complex economic cost-benefit analysis to determine how OPM funds can be best utilized to return the maximum return on investment for all office locations. Serves as Contracting Officer Representative (COR) or Contracting Officer Technical Representative (COTR) on various contracts and project manager for each of their space renovation/relocation projects.

For the GS-13 Grade Level: You must have one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing all of the following duties: Leading, planning, communicating and seeing to the creation and delivery of interior architectural design layouts using a computer aided design and drafting (CADD) software such as AutoCAD; Evaluating the adequacy of design intent drawings and construction blueprints to assess facility layouts and needs to meet required specifications; Serving as the subject matter expect responsible for designing, acquiring office modifications and construction project estimates, and delivering interior design and furniture modification services; and Serving as a Contracting Officer Representative or Contracting Officer Technical Representative on contracts for space renovation/relocation projects. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 grade level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
